This is the economic diagnosis behind the quadrant is a price, not a place: the owner often does not read the registry or grant-notice feed because the expected value of another look sits below its attention cost — rational, not lazy.

Optimal blindness is still blindness. Change the price and it can lift.

The owner may have been right to ignore the registry — at the old price of reading it. 01 · THE UNWATCHED EDGE

Start one layer below the opening claim. This is not another tour of the dark edge; it is the name of the mechanism that makes the edge readable. A recognition engine is continuous, cheap attention aimed at discontinuous payoffs. It watches sources that are public but usually unread: registries, contract dates, notice boards, the slow cooling of an inbox. Then it turns a rare flag into a decision the owner can still make. What is new here is the circuit: not more information for its own sake, but lower-cost noticing before the clock runs out.

Define the boundaries as tightly as the term itself. It does not automate frequent work; that is usually the wrong economic cell. 03 · SIMON'S INVERSION

The idea behind it is older than the machines. In a 1971 essay on organizations in an information-rich world, Herbert Simon began with a simple accounting identity: information consumes attention. As information becomes abundant, attention becomes scarce. That flips the design problem. The question is no longer how to push more information at the owner. It is how to protect the small budget of attention the owner has. A report that changes no decision is not free. It cost attention, and paid nothing back.

05 · WHY IGNORING IS RATIONAL

So why does the edge stay in shadow? Not laziness. In 2003 Christopher Sims modeled decisions under finite information-processing capacity. Attention had to be allocated, which means some signals would rationally go unprocessed. In 2014 Xavier Gabaix modeled a related sparsity: a decision maker attends to selected variables and otherwise stays closer to a default decision. Neither paper studied grant notices or land registries. That is the application here. If years of checking a feed returned almost nothing, leaving it at the default called nothing happening can be a rational allocation of scarce attention. The blind spot can be an equilibrium rather than an error.

06 · A PRICE, NOT A FLAW

Hold onto that paradox, because it is the hinge of the whole argument. The owner was not wrong to ignore the notice board. At the price of reading it — an hour of a life for, almost always, nothing — ignoring was the correct answer. And this matters, because it tells you the fix is not moral. You do not lecture a busy person into reading more. The blindness was rational, so only one thing removes it: a change in the price. Lower the cost of reading far enough, and what was optimal to ignore becomes worth an hour. The blind spot was never a character flaw. It was arithmetic. And arithmetic can be rerun.

07 · ALERTNESS, MADE INFRASTRUCTURE

There is an older name for seeing the option first. In 1973 Israel Kirzner made entrepreneurial alertness central to noticing opportunities that others had overlooked. George Stigler's economics of information supplies a second piece: search is costly, so the amount of search is limited by what another look is expected to return. Put the ideas together carefully. A high search cost leaves a small rational radius. Lower that cost and another registry, notice board, or grant feed may become worth checking. Not every source becomes valuable, and no machine guarantees discovery. What can be installed is the cheap watch, not the entrepreneur's judgment.

Put the two halves together and you get a machine that runs a fixed circuit. First it scans the public-but-unread — the registries, the grant notices, the contract dates, the tone of the inbox. Then it triages, sorting the one signal from the thousand rows of noise. It prices the few positions that actually matter. It readies the move — perhaps a grant application before the window closes. And then it does the one thing that keeps it honest: it puts the choice back in the owner's hands. The hardest step is triage, because a fluent model makes a bad flag sound as sure as a good one. So every flag arrives carrying its own base rate. An engine that cries wolf is an engine the owner will, quite rationally, learn to ignore.

10 · BOTH TAILS

The term matters because it is sign-neutral. A recognition engine is not a good-news machine. Pointed at the upside, it can surface the grant window before expiry. Pointed at the downside, it can surface a supplier relationship cooling before replacement becomes urgent. The mechanism is the same in both directions: continuous cheap attention, aimed at rare events a busy owner was often right to stop watching at the old price.

11 · WHAT THE ENGINE IS FOR

Take away the mechanism. It lowers the cost of looking without moving the decision out of the owner's hands. That matters because optimal ignoring was a price, not a defect: change the price and the list of rationally watchable sources changes. The test is concrete. What public-but-unread source can expire before you look? What base rate travels with the flag? Who signs the move? If those are answered, the engine is doing its different job: not arguing that noticing matters, but making noticing cheap enough to govern.
