- Together they constrain action without mechanically determining it
The factual/value seam helps locate prediction and decision: a machine may supply evidence, while accountable people must own the objective and the right to challenge both premises.

PREMISES, NOT PEOPLE
Authority works partly through accepted premises.

This is why 'the owner decides' is incomplete unless the owner keeps the value premise and the right to challenge the facts — the same trap the spine watches in two limbs, not two guards.
To shape the premise is to shape the decision. The pen may still matter.
Power is not measured only by who signs, but also by who supplies the premise that narrows what feels reasonable — including whoever fixes the option set.
UNCERTAINTY ABSORPTION
The evidence stays behind. Only the inference travels.

The spine names this exactly: compression is an act of power. Ask an engine for 'a clear recommendation' and you may be asking the workflow to absorb the uncertainty before the decision reaches you.

Uncertainty absorption takes place when inferences are drawn from a body of evidence and the inferences, instead of the evidence itself, are then communicated.

In 1972, Andrew Pettigrew described information control as a power resource. Filtering under uncertainty can shape what reaches the desk without proving the gatekeeper alone decided — much as a curated menu constrains a later choice.
